Yorkshire Water prepares to tender £16m assurance framework contract

Yorkshire Water is getting ready to go out to tender with a contract to put an assurance framework in place worth an estimated £16 million.

The water company is looking to put an assurance framework, to implement a “3 lines of assurance” model that ensures compliance with its own governance, standards, policies and procedures and facilitates the delivery of resilient assets and drives exceptional service.

Affordability remains a key issue for customers, meaning that Yorkshire Water needs to lower the cost of risk resolution, whilst adhering to its governance and assurance processes.

The contract will be tendered in four Lots:

Lot 1 Compliance with Engineering Standards, Asset Standards and Quality Scope and Risk (£5 million)

Lot 2 Construction Site Safety, Process Safety and CDM (£2 million)

Lot 3 Environment, Sustainability & Ecology (£1 million)

Lot 4 Commercial and Contracts (£8 million)

The assurance partners across all four Lots must have the ability to provide independent expertise proven across a wide range of high performing infrastructure sector clients to assure that both the water company and its contracting partners are compliant with governance, standards, policies and procedures in a number of areas, including:

  • safety and sustainability is in-built into every asset
  • the highest standards of process safety required in a high hazard industry are demonstrated
  • ways to optimise existing and deliver innovative new assets, is explored and developed
  • YW’s in-house functions and other contract partners are compliant with quality, scope and risk, the YW Engineering and Asset Standards
  •  solutions adhere to the environmental, sustainable and ecology policies and procedures
  • the contract partners are compliant with their own governance, controls and monitoring, through their documented Quality Management Systems, both technically and commercially
  • the contract partners are utilising expert design and construction resources that are proven across a wide range of high performing infrastructure sector clients,
  • the development and delivery of low carbon solutions is supported
  • YW’s use of standard products and solutions, offsite construction and modular builds are enhanced

The water company is looking to appoint up to four suppliers to the framework agreement, which will run for two years - successful suppliers will be required to work closely with the utility's in-house functions and other contract partners to assure that the level of change required to meet future needs is adhered to
