Encompass Water has applied to Ofwat for a water supply licence and sewerage licence with retail authorisation, together with a restricted retail authorisation.

If granted, the licence will enable Encompass Water to provide retail services to eligible premises within the water retail market in England and Wales and to provide retail services to eligible premises within the sewerage retail market in England.
The synopsis of the company’s business plan published by Ofwat says it is part of the UPA Energy Group Ltd - a utility company trading within the energy and water markets for over 25 years.
The Group already provides a billing validation service for existing customers and considers there is a large degree of overlap with the functions of a water retailer.
Prospective customers described in the business plan fall into two broad categories;
smaller water users – Encompass Water believes it can provide a better service for them by dealing directly with the wholesaler and providing the water retail service directly.
large users and multi-site estates with high expenditure – Encompass Water has developed a partnership model for self-supply and will assist them in the technical interface with the water market via in-house software already in use which will be adapted to interface with MOSL
systems.
The plan says that where feasible, Encompass Water intends to consider a self-supply option for large customers, whereby clients would use Encompass Water's software platform in order to provide the link to the market systems for meter read submissions etc.
