The Environment Agency (EA) is seeking supply chain interest in its upcoming Technical, Environmental & Commercial Services Framework with an estimated potential value of up to £560 million.

A previous pre-market engagement exercise by the EA in September last year put the total estimated value of the Framework based a four year (48 month) duration at between £310,000,000 - £560,000,000.
The Agency has issued a Prior Information Notice in in relation to the establishment of a new Technical, Environmental and Commercial Services Framework Agreement for the EA.
The Agency said the pre-market engagement activity is to provide organisations with an opportunity to express an interest in delivering the requirements under the Framework whilst also informing the market of the updated scope of services and explore market feedback on specific aspects.
According to the EA, this will assist in identifying critical success factors, new approaches and potential barriers to delivery, all of which will be considered in the formal procurement process.
The contract under the Framework consists of three separate Lots:
- Lot 1 - Technical Services
- Lot 2 - Environmental Services
- Lot 3 - Commercial and Programme Management Services
Scope of services covered under the wide-ranging framework include:
- Advisory and consultative engineering services
- Consultative engineering and construction services
- Construction project management services
- Data management services
- Digital mapping services
- Engineering services
- Engineering design services
- Engineering studies
- Environmental engineering consultancy services
- Health and safety consultancy services
- Project management consultancy services
Suppliers appointed to the framework will be required to provide technical advice and independent assurance, and Contingent Labour Specialist Contractor to support the EA in delivering their portfolio of work.
The PIN notice draws attention to the fact that the procurement remains subject to approval and that at this stage the Environment Agency does not intend to be bound by any information. In addition, it also makes no commitment to incorporate any recommendations or suggestions within the final procurement documents.
Estimated date of publication of a formal contract notice is towards the end of July 2024.
