The Environment Agency has published a modification notice to its existing flood warning system contract with Fujitsu Services Ltd “in the interests of transparency.”

The contract for a Future Flood Warnings System (FFWS) was first awarded to Fujitsu Services Ltd in December 2015.
Description of the procurement said the FFWS would provide contextual information, such as the historic/operational levels that have been reached and the expected impacts of flooding. The aim of the FFWS would be to disseminate flood warnings across a broad range of channels and readily adopt future technology developments and emerging digital channels swiftly and at low cost.
Initial contract term was 48 months - the estimated total value of purchases for the entire duration of the framework agreement was set between £5,000,000 and £20,000,000.
A Contract Award Notice was subsequently published on conclusion of the procurement on 14th January 2016 with an initial estimated total value of the contract of £4,613,234.71.
The Environment Agency has now awarded three contracts under the framework agreement. All contracts were/are based on the original framework agreement and the remaining live contract is set to expire on 2nd September 2025.
The modification notice released by the Environment Agency on 29th December 2023 refers to an increase in price. The updated total contract value before the modifications (taking into account possible earlier contract modifications, price adaptions and average inflation) was put at £17,500,000 – the notice says that the description of the procurement after the modifications puts the total value at £19,500,000.
Commenting in the modification notice, the Environment Agency says:
“Therefore, in the interests of transparency, the Environment Agency wishes to declare that the cumulative final value of the Future Flood Warnings System framework agreement is anticipated to be £19,500,000 with the contract expiring no later than 22nd December 2025. This complements the previous Modification Notice, which was published on 11th January 2022
“The Modification Notice is being published in the interests of transparency. It is Environment Agency's view that all contracts awarded under the Future Flood Warnings System framework agreement are consistent with the overall nature of the framework agreement..”
The Agency is shortly due to conclude a procurement for the successor arrangements for the Future Flood Warnings System framework agreement.
