Coal Authority seeks supply chain engagement ahead of tendering major contract for operation and maintenance services

The Coal Authority has published a Prior Information Notice inviting suppliers to attend market engagement sessions ahead of going out to tender with a major contract for operation and maintenance services for its Mine Water Treatment Schemes.

The Authority manages the effects of past coal mining, including subsidence damage claims which are not the responsibility of licensed coal mine operators. It also deals with mine water pollution from both coal and metal mines and other mining legacy issues.

In partnership with other public bodies, the Coal Authority delivers a program of mine water treatment and monitoring across England, Scotland and Wales, ensuring that the mine water is effectively treated before entering natural watercourses.

The operation and maintenance of the Mine Water Treatment Schemes and other legacy assets is critical for the protection of drinking water aquifers and surface water bodies including rivers, lakes, and the sea.

The Coal Authority currently has the capacity to treat 220 billion litres of mine water every year. Treating mine water has directly protected and improved over 350km of rivers, protects several important regional aquifers, enhances biodiversity and provides local amenity land. By treating the mine water, the Authority says it has prevented nearly 4,000 tonnes per year of iron solids and other pollutants entering watercourses or aquifers. Last year 89% of the iron solid waste was recycled or reused.

The O&M service is currently provided by Severn Trent Services Ltd - the contract was awarded in 2014 and will expire on 30th June 2026.

The Coal Authority is now seeking to let a new O&M contract for the services required to ensure regulatory compliance and protect public safety.

The Authority is inviting interested suppliers to attend market engagement sessions during the week commencing 29 January 2024 ahead of going out to formal tender in April 2024.

The contract will be tendered in three separate Lots:

  • Lot 1 South
  • Lot 2 North
  • Lot 3 National
