Environment Agency tenders £4m flood and coastal engineering higher education contract

The Environment Agency has gone out to tender with a contract for the provision of a flood and coastal engineering higher education programme worth up to £4 million.

The Agency is seeking to appoint a supplier for the provision of a Higher Education programme in Flood and Coastal Engineering and has validated the routes required to meet the Eng Tech status of IENG, CENG and MENG which can be achieved through completion of the following qualifications; Foundation Degree (FdSc) Bachelors Degree (BSc) and Masters Degree (MSc).

The current contract for the provision of a Foundation Degree (FdSc) Bachelors Degree (BSc) and Graduate Diploma in River and Coastal Engineering has been delivered by the University of the West of England (UWE) since 2004. UWE have been the successful bidder of the programme each time it has been tendered. The current contract will expire in July 2018. The new programme of courses needs to be developed and ready for delivery in September 2017 to provide pipeline continuity.

The requirement supports the Agency’s duties under the Flood and Water Management Act 2010. Delivering this is in practice means the Environment Agency needs to support the development of both its own staff and that of other risk management authorities such as Lead Local Flood Authorities (LLFA's).

The Agency’s aim is to secure a pipeline of future ‘business ready’ flood and coastal engineers and to develop its existing staff.

The new contract will run for five and a half years in total with an option to extend for a further 2 years.

The tender is divided into 2 lots - Lot A — FdSc & BSc and Lot B — MSc – suppliers are being invited to bid for either or both lots. Estimate value of the contract is between £2 million and £4 million.

Supplier must be able to have developed and recruited to the programme for delivery in September 2017. They will also be required to work to ensure courses are accredited by the Institute of Civil Engineering (ICE) and Chartered Institute of Water Environmental Management (CIWEM).
