On behalf of the Strategic Panel, MOSL is working to define an Open Data Strategy for the business retail market.

To support this work, in November 2025, MOSL appointed Cross 8 to develop an Open and Shared Data Benefits Case and define the governance for an open data proof of concept.
Cross 8 carried out interviews with wholesalers, retailers, stakeholders, and third parties across the sector to inform the writing of their report. Following the completion of that report and its subsequent presentation to the Strategic Panel at the end of February, the Open Data Programme has approval to move to a ‘proof of value’ stage.
The programme is Panel-led and conditional on the evidence of strong use cases with clear customer and market benefits.

“The interview analysis and research presented by Cross 8 provided clear evidence to the Strategic Panel of the benefits for greater sharing of market data. However, it was also clear that opening data in a competitive market is not a straightforward exercise and requires defined use cases and robust governance to protect both customer and trading parties’ interests.
“At its February meeting, the Panel made the decision to ask MOSL to move forward with the ‘proof of value’ phase before committing to further work. This stage was part of the recommended approach outlined in Cross 8’s report. Any potential future phases will be on the basis that the proof of value is well evidenced and supported by the Panel.”
