The reformed Market Performance Framework will go live on Monday 1 December, following Ofwat’s approval of the related MPF code change proposals.

Ofwat approval of code change CPM058 and CPW149c, follows the Code Change Committee unanimous recommendation in August, and subsequent statutory consultation.
Five MPF key performance indicators (KPIs) – three relating to cyclic meter reads and two to transfer meter reads – will come into effect from 1 December.
They will join three KPIs that form part of Ofwat’s Business Customer and Retailer Measure of Experience’ (BR-MeX) incentive, which went live in April this year.
The change’s other provisions include the Performance Assurance Committee’s ability to adjust KPI performance standards by up to five percentage points in a 12-month period.
Trading parties’ performance against these metrics will begin from 1 December, with the first reports available from Friday 23 January 2026.

“We are delighted that Ofwat has approved the codes and to have a confirmed date for the launch of the new MPF.
“The 1 December launch is particularly important for trading parties as it’s the point at which all of the metrics with related performance standards and charges are live.
“Work continues on the remaining parts that need to be delivered before the programme can transition into ‘business as usual’: Part E, which includes additional metrics that will provide trading party and market insights for the Performance Assurance Committee; and Part F, which will determine the ‘Core Service Model’.
