Bristol City Council to hold virtual supplier event for proposed £293 million Bristol Avon Flood Strategy scheme

Bristol City Council is inviting interested suppliers to register for a virtual supplier event it is holding on 15th January for the proposed £293 million Bristol Avon Flood Strategy scheme.

BRISTOL AVON FLOOD STRATEGY OUTLINE BUSINESS CASE BRISTOL CITY COUNCILJAN 2024

The Council is engaging the market ahead of issuing a procurement opportunity seeking a multi-disciplinary team to support the Bristol Avon Flood Strategy project.

A multi-disciplinary team is required to develop the approved Outline Business Case (OBC) into the Full Business Case (FBC) including detailed design and to obtain consents for construction. A lead consultant is required to co-ordinate ground investigation, topographical and environmental surveys, land requirements, and consultation and engagement to develop the designs for consenting (assumed Transport and Works Act

Order). They will then undertake the detailed design (RIBA stage 4) for construction and complete the Full Business Case. An option to retain the team until the end of the construction period is also being considered.

According to the Outline Business Case document for the Bristol Avon Flood Strategy prepared for Bristol City Council by Ove Arup & Partners Ltd. which was published in January 2024, the scheme capital costs are estimated at £255 million present value for the initial construction starting in 2029. The whole life costs of the scheme are estimated at £293 million present value, which includes an additional £10.9 million present value for the future works in the 2060s, and maintenance costs of £27.1 million.

The Outline Business Case paper suggests that a major flood event that currently has a 0.5% Annual Exceedance Probability (AEP) (1 in 200 annual chance) of occurring now, could become as frequent as

once a year (63% AEP) by the end of the century if no strategic management of the risk is implemented.

The Council is now inviting contractors to a virtual supplier's information event on 15th January from 13:00 to 15:00 – the Council recommends that the event is attended by any prospective bidder.

The purpose of the event is to engage with the market in advance of issuing a formal Invitation to Tender (ITT) by providing early information and background to the scheme requirements and gain an understanding of the market capacity / capability to deliver the scope.

Bristol Council intends to discuss the scope of the project as well as providing an overview of the procurement and contracting approach.

Contractors are asked to register to attend this information session by emailing:  This e-mail address is being protected from spambots. You need JavaScript enabled to view it . The event will take place via MS Teams with a link being sent following registration.

It is anticipated that the Invitation to Tender will be launched in February 2025.
