Thames Water tenders £900m AMP6 contract with AMP7 and AMP8 extension options

Thames Water Utilities has gone out to tender with a £900m contract for partners in an infrastructure alliance for its AMP6 investment programme for 2015-20 – with extension options running into the AMP7 and AMP8 periods.

The scope of the infrastructure alliance will include the full range of the company’s services, including clean water network repair, rehabilitation and maintenance and leak detection, along with wastewater and water connections for developers, new sewers and mains, as well as planning and design work.

The water company is looking to procure a small number of multi-disciplinary infrastructure alliance members to deliver its AMP6 business plan outcomes as part of a client-embedded alliance operating across the full TWUL business region.

The contract will also include the option to extend the arrangements to the AMP7 and AMP8 business plans respectively. The selected alliance members may also be required to deliver elements of the current AMP5 business plan outcomes.

The scope of services for the Infrastructure Alliance incorporates a holistic approach. It is currently envisaged that the scope of the Infrastructure Alliance will cover the following four areas, worth between £600 million to £900 million over the AMP6 period :

A. Clean Water Network - water network repair, rehabilitation and maintenance, leak detection, hydrant repair, district metering activities, customer side leakage, network optimisation, pressure logging, diversions and new mains

B. Developer Services - wastewater and water connections, consents, diversions, new sewers/mains and requisitions

C. Design, CDM competence, enabling and optimisation support activities, event management, both field and office based.

D. Customer and stakeholder contact service and management.

E. Planning, logistics, scheduling and programme management .

Thames Water also currently envisages that as the Infrastructure Alliance matures it may also become the most appropriate vehicle to deliver the following:

F. Metering services including installation, repair, reading, associated activities.

G. Waste Network Services including repair and maintenance, blockage clearance, associated activities and the like. However, the company does not envisage having an immediate requirement to deliver waste network services and metering services at this time through the Infrastructure Alliance.

Any agreement awarded would be on the basis of a mobilisation phase, currently envisaged at three months from the beginning of January 2015 to the end of March 2015 leading into a 5 year + 5 year + 5 year contract into AMP7 and AMP8 respectively, to a maximum term of 15 years and 3

Key deadlines in the tender process are as follows:

9 am 16th July – Deadline for applicants to submit response to Participation Requirements

21st July – TWUL to email selected applicants with notification of invitation to the Procurement Launch Event. 28th July – Procurement Launch Event (Reading, Berkshire).

18th August –Deadline for applicants to submit response to PQQ. TWUL anticipates that all selected applicants will attend the Procurement Launch Event as key information and further insight will be shared.

Thames Water currently envisages that the PQQ will be available to applicants on 28.7.2014 for submission no later than 9:00 am on18.8.2014.
