United Utilities has gone out to tender with an AMP8/9 contract for System Integrator services - Billing and CRM with a total estimated value of £12 million including VAT.
The appointed supplier will be responsible for delivering end-to-end systems integration services, including solution design, configuration, integration, data migration, testing, deployment, transition to the future-state operating model, hypercare, and ongoing support and maintenance.
As a critical capability within a regulated utility environment, United Utilities says the target end state must support accurate billing, revenue assurance, regulatory compliance, operational efficiency, an enhanced customer experience, and the modernisation of business processes through the adoption of leading industry practices.
Current estimated start and end contract dates are 19 April 2027 to 18 April 2032.
Deadline for submission of enquiries about the contract is 12:00pm on 16 October 2026 and tender submission deadline is 12:00pm on 18 December 2026.
Estimated award decision date is currently 19 March 2027.
The procurement is being undertaken through a multi-stage process designed to identify the Most Advantageous Tender (MAT). The procedure is intended to provide a structured yet flexible approach to evaluating bidders' capability, capacity, technical solutions, commercial proposals, and ability to deliver requirements.
United Utilities is reserving the right to vary the order, number and content of stages, to reduce the number of bidders progressing through the procedure, to seek clarifications at any stage, and to award the contract on the basis of the initial tenders without conducting dialogue where this is considered appropriate.
