Scottish Water awards £50 million contract for advanced metering infrastructure for non-household customers

Scottish Water has awarded a major contract for advanced metering infrastructure for non-household customers: AMI smart water meters, networks and data services - the contract had an estimated value of £50 million (ex VAT) when it first went out to tender in June 2025.

The contract has been awarded to Elster Metering Ltd. one of three organisations who tendered for the work. 

When the contract was tendered Scottish Water said it was expected that the successful bidder would supply smart water meters, headend system/s and communication networks to fulfil the requirements of the rollout. 

Given Scotland’s diverse geography and challenging conditions,the utility anticipated that a mixed network provision would be required to achieve maximum connectivity.  It also said that bidders would be likely to need to form a consortium of partners through subcontracting arrangements to deliver the full spectrum of solutions, but a lead bidder would be required.

 

Under the contract award, 34% proportion of the work is likely to be subcontracted.

 

Scottish Water is planning an accelerated, nationwide rollout of AMI smart metering for its non-household customers from 2026-2032, subject to final business case approval. The initiative follows a successful pilot with approximately 3,000 business customers in Inverness and Orkney. The primary driver is to achieve a sustainable demand reduction of 80 million litres per day (80MLd) through a combination of customer and network side interventions. The programme will involve full replacement of the existing mechanical meter estate. Implementation will be prioritised based on water deficit areas to maximise impact, with installations beginning early 2026. Scope of the framework, which will support the nationwide rollout of AMI smart metering for the company’s nonhousehold customers, includes:

 

Smart water meters for non-household customers 

Supporting Headend systems 

Communication networks 

Overall service management and front-line support 

 

Installation services were not included in the scope of the procurement.

 

Scottish Water also required a Meter Data Management System (MDMS) which must integrate with the solution provided through the procurement which was tendered separately in July 2025.
