Scottish Water & NHS GG&C seek supply chain interest in upcoming £60m Private Wire Power Purchase Agreement

Scottish Water and the Greater Glasgow and Clyde NHS Board are seeking supply chain interest in the potential procurement of a low carbon/renewable electricity supply via a Private Wire Power Purchase Agreement with an estimated value of £60 million.

The contracting authorities are exploring the potential procurement of a low carbon/renewable electricity supply to the water company's Shieldhall Wastewater Treatment Works, and the GG&C NHS Board's Queen Elizabeth University Hospital.

The supply is required to be delivered directly to Shieldhall WWTW and Queen Elizabeth University Hospital, via a private wire connection, and meet specific technical and delivery requirements.

In particular, the authority is seeking to understand the extent to which the market can provide:

  • A low carbon/renewable electricity supply of 37 GWh per annum for use at the authorities' sites;
  • Delivery of the electricity via a private wire infrastructure that does not rely on the public electricity grid;
  • Full commissioning and operational readiness of the solution by 1st January 2027
  • Technical feasibility of locating generation infrastructure within the vicinity of the sites to enable a private wire connection that minimises transmission losses and aligns with planning and development timescales.

 

The early market engagement exercise is being conducted jointly between Scottish Water and NHS Greater Glasgow & Clyde, with NHS National Services Scotland acting in an advisory capacity.

The engagement is part of a preliminary market consultation and is intended to inform the authorities’ understanding of local market capability and to determine whether a competitive procurement procedure is appropriate. The primary focus is to provide market intelligence, solution availability and perceived risks and opportunities.

Current estimated total value of £60 million (excl VAT) is indicative over a 10-year period based on current prices

Interested parties will then be provided with a full technical specification and an RFI questionnaire. The deadline for the return of the completed questionnaire is 4th July 2025 at 12 pm. All responses will be treated confidentially and will be carefully considered - they will not bind Scottish Water or NHS Greater Glasgow & Clyde to any specific approach to procurement.

Currently the estimated date of publication of a formal contract notice is 1 September 2025.
