Environment Agency seeks supply chain interest in upcoming £214k biowaste training opportunity

The Environment Agency (EA) is seeking supply chain interest in an upcoming biowaste training opportunity covering aerobic and anaerobic treatment worth an estimated £214,000.

The EA has issued a Preliminary Market Engagement Notice to provide a programme of training which supports EA officers in their biowaste capability journey

The Agency already has formal learning interventions in place, including operational Instructions which detail process, on the job coaching and mentoring in respect to assuring compliance within the biowaste sector, and tools which are used to provide a consistent and risk-based approach to regulation.

The EA will shortly be going out to tender for training course opportunities. As a minimum, the courses cover two existing EA interventions covering the theoretical detail on the key aspects of biowaste treatment: ·

  • Anaerobic Treatment of Waste (T589)
  • Aerobic Treatment of Waste (T593) which covers composting and 'mechanical biological treatment' (MBT)

 

With regard to delivery and innovation, the EA is looking for content to be delivered using a blended approach where appropriate – key requirements will include:

  • appeal to all learning styles
  • be inclusive in delivery
  • accommodate the needs of those with protected characteristics.

 

This will include face to face training across England and with an option for virtual delivery via MS Teams. There is an expectation that suppliers will be innovatine in delivery to maximise learning opportunity/outcomes.

Primary target audience for the training will be the EA’s area Regulated Industry site officers and national permitting officers in waste and installations teams but will also be available to other sectors where AD is present.

It is expected that these officers will directly regulate site activities through inspections, audits and desk-based compliance assessments. The training is also for permitting officers who will be assessing permit applications for new biowaste sites and changes to existing sites. It is likely that up to 60 officers per year will require training.

The EA is currently estimating that the overall contract value could be up to a maximum value of £214,000 (including VAT) over a 3+1+1 year period. The Agency expects to go out to market with a formal tender notice on Friday 23 May 2025.

Current estimated start and end contract dates are 18 July 2025 to 17 July 2028, with a further potential contract extension option to 17 July 2030.
