United Utilities is inviting supply chain input on services for Dangerous Substances and Explosive Atmospheres Regulations (DSEAR) – the water company wants to understand the capability of the market to support it with DSEAR compliance across their operational sites throughout the North West of England.

The utility has issued a Periodic Indicative Notice (PIN) which says that a detailed programme of work over an estimated period of 3 – 4 years is required for United Utilities to ensure the firm is in full compliance with DSEAR. Services will be completed on wastewater and clean water treatment facilities and pumping stations throughout the North West of England - a total of 459 treatment sites and approx. 600 pumping stations have been earmarked for services as part of the programme of work.
The required services include:
- DSEAR consultancy
- detailed inspections and remediation services in the short/medium term
- periodic inspections and ongoing technical support throughout the contract.
United Utilities said that responses to the PIN will allow it to gain insight into the interests and capabilities of the market, and ensure that any strategy devised will be feasible, accessible and competitive.
The water company is now requesting feedback from suppliers regarding their interest and capabilities to work alongside UU to deliver the project, in particular on the following topics:
- Their capability to complete all aspects of the specification
- Their capacity to undertake the entire project, including the scope of coverage and quantity of sites
- Their ability to provide a database and portal for complete management of DSEAR activities. To include their ability to migrate all data from an alternative database
- Their suggestion to optimally deliver the required services
Response deadline to the PIN, which is a request for information only at this stage, is 6th December 2021. A future procurement is anticipated and United Utilities estimates that the formal contract notice will be published in spring/summer 2022.
