Water sector regulator Ofwat has gone out to tender with a wide-ranging framework contract for consultancy services worth an estimated £9.5 million in total.
The regulator intends to create a Consultancy Framework, designed to allow Ofwat access to expertise relating to the regulated water industry. The Ofwat Consultancy Framework will run for 3 years plus a one year extension option taking it to a maximum of 4 years and will start in June 2021.
The contract is being tendered in six separate Lots ( with further sub-Lots within each Lot) as follows:
- Lot 1 - Economics
- Lot 2 – Environment – including environmental assessment and economics, water and wastewater management, climate change mitigation and adaptation
- Lot 3 - Financial - consultancy services relating to all aspects of corporate finance and accounting
- Lot 4 - Water Engineering, Science and Technology - including technical and cost assessment of company business plan proposals, technical engineering assessments of company and other stakeholder proposals, Thames Tideway Tunnel, new innovation schemes, Water Regulators’ Alliance for Progressing Infrastructure Development (RAPID), industry insights analysis, risk assessment, optimisation
- Lot 5 - Policy and Regulatory Development and Implementation
- Lot 6 - Project and Programme Management Services – including strategic project and programme management support in a policy and regulatory environment, programme and project initiation, risk and opportunities management analysis, programme health checks and efficiency reviews, knowledge transfer, change management tools, business analysis
In August 2020 Ofwat separately went out to tender with an £8 million consultancy services contract for a partner to manage its £200 million innovation fund. In November 2020 the regulator subsequently announced it had appointed Nesta, supported by Arup and Isle Utilities, as its partner for its £200 million water innovation competitions.
