Portsmouth City Council tenders £300k Strategic Flood Risk Assessment contract

Portsmouth City Council has gone out to tender with a contract for the delivery a Strategic Flood Risk Assessment (SFRA) worth up to an estimated £300,000 in total.

The Council is tendering on behalf of the Partnership for South Hampshire (PfSH) - the scope of the contract will cover the majority of the PfSH region along with the whole local planning authority areas for Test Valley Borough Council, Winchester City Council authority and Winchester District Council. However, the East Hampshire District Council administrative area is not involved in the work.

PUSH SFRAThe current SFRA for the area was completed in 2007 with subsequent interim updates and reviews in 2012 and 2016 - the document and mapping is now out of date and needs updating.

The SFRA will need to assess risks associated with all forms of flood risk, both for now and in the future (at least 100 years, taking account of appropriate climate change allowances), including tidal, fluvial, surface water, groundwater, sewer and reservoir flooding. It will also need to incorporate information relating to flood defences and other infrastructure (e.g. coastal, fluvial, sewerage etc), including FCERM schemes currently under construction.

The successful contract will need to engage with the relevant stakeholders in the region, including lead local flood authorities, the Environment Agency, water companies and the Eastern Solent Coastal Partnership.

The value of the contract is estimated at between £100,000 and £150,000 - however further associated commissions may be let via the contract up to a total cumulative value of £300,000 over a 3 year period of from commencement of the contract.

Target date for award of contract is 15 February 2021 and it is anticipated that the SFRA will take approximately 1 year to complete
