Thames Water has gone out to tender with a major framework contract for infrastructure and non-infrastructure projects for its AMP7/AMP8 Capital Programmes worth an estimated £2.33 billion in total.
The water company is procuring design and build delivery capability for Thames Water’s water and wastewater infrastructure (network) and non-infrastructure (treatment) assets across the Thames Water region.

The framework for infrastructure and non-infrastructure projects is being tendered on the basis of geographic Lots. The contract is being tendered in Lots:-
Lot 3 Non-Infrastructure - London (£760 million)
Lot 4 Non-Infrastructure - Thames Valley (£460 million)
Lot 5 Infrastructure - North London (£420 million)
Lot 6 Infrastructure South London (£480 million)
Lot 7 - Infrastructure Thames Valley (£210 million)
Thames Water went out to tender for Lots 1 and 2 of its AMP7/AMP8 Capital Programmes framework in November 2019.
Infrastructure covers Thames Water’s underground network of water mains, while sewage and non-infrastructure work covers all above ground plant, equipment, structures and process.
The nature of the infrastructure scope broadly extends from rehabilitation, replacement and provision of new sewers and potable water pipelines to inspection and maintenance of aqueducts and tunnels. This will also include refurbishment, replacement and provision of new pumping station assets.
Non-infrastructure scope includes refurbishment, replacement and provision of new potable water and wastewater treatment assets including service and storage reservoirs.
Water non infrastructure scope includes:
- refurbishment, replacement and provision of new potable ground and surface water production assets such as enhanced slow sand filter performance
- disinfection
- surge protection
- chemical dosing
- supervisory control and data acquisition (SCADA),
- run-to-waste facilities
- cartridge filters and UV
- increased power resilience
- new service reservoirs
- inspection and maintenance of existing service and storage reservoirs
Wastewater non-infrastructure scope includes:
- refurbishment, replacement and provision of new treatment facilities such as inlet works
- stormwater storage
- event duration monitors
- settlement tanks
- biological treatment, tertiary treatment, sludge treatment including thermal hydrolysis process (THP)
- digester roof replacement
- combined heat and power (CHP)
- chemical dosing
- phosphorous removal
- odour control
- SCADA
- increased power resilience
The scope of the Water Infrastructure Programme includes:
- trunk mains replacement
- new trunk mains associated with growth, distribution mains and lead communications pipe replacement
- pressure management activities
- inspection and maintenance of aqueducts, bridges and tunnels
The scope of the Wastewater Infrastructure Programme includes:
- new rising mains and their replacement
- rehabilitation and replacement of sewers near and crossing rail
- gravity solutions to maintain asset health and accommodate growth together with pipe bridge inspections.
- programme will also include sustainable urban drainage (SUDs) and the need to respond effectively to emergency works that are generally pipeline related.
- investment in sewage pumping stations including pump replacement, enhanced power resilience, switchgear and transformer replacement.
The framework contract will run for an initial period of approximately 5 years for the AMP7 2020-25 investment period with a further extension option for a maximum further 5 years in line with the AMP8 2025-30 regulatory period. Thames is not proposing to amend the scope of works across each of the lots as it moves from AMP7 to AMP8.
Thames Water is looking to appoint up to ten suppliers to the framework agreement.
