Scottish Water has gone out to tender with a contract for business intelligence software for service risk management and investment planning worth an estimated £2.4 million.
The water company has embarked upon a technology refresh programme to support its wider business change transformation initiative to embed a Leading Asset Management Strategy into business as usual. The implication of the strategy sits across 3 major directorates — Strategic Customer Service Planning, Capital Investment and Customer Service Delivery.
Scottish Water’s Asset Management strategy covers all of the activities that support the management of its physical assets and how they deliver service including strategic planning, capital investment and operations and maintenance.
The utility has now initiated a significant technology refresh programme in order to enable the implementation of the strategy across the business encompassing all relevant business functions, specifically:
- Service Risk Management and Investment Planning
- Projects and Programmes Delivery
- Enterprise Asset Management
- plus Collaboration and Business Intelligence capabilities across the board.
The scope of the procurement is to support the Service Risk Management and Investment Planning aspects by selecting a suitable toolset - key capabilities sought in the target toolset include:
- Asset and Service Risk assessment for infrastructure and non-infrastructure assets
- Incorporation of a Service Measure Framework in Service Risk assessment
- Interventions planning for addressing Service Risks and maintaining asset stewardship
- Interventions Optimisation and Portfolio planning
Successful suppliers will be required to provide on-going maintenance for the software they have provided.
The contract covers an initial 6 year term with two further 24 months extension options.
