Environment Agency tenders £2m telemetry outstation contract

The Environment Agency has gone out to tender with a telemetry outstation framework contract which will also extend to the Northern Ireland Environment Agency, the Scottish Environment Protection Agency and Natural Resource Wales.

The Agency is looking to appoint a sole supplier to the framework agreement, which is worth between £1.5 milion to £2 million and will run four 4 years.

The Environment Agency itself operates a large number of monitoring sites in England. It operates 6 telemetry systems based on old regional boundaries. The management of these systems is currently handled via a national service consisting of 3 telemetry hubs each supporting 2 systems. The Agency has a continuing need to purchase new outstations, both to replace old equipment and to meet new and additional requirements. The Agency also has a need to purchase spares/modules as appropriate to repair and maintain equipment purchased under the framework.

The framework has been divided into three Outstation functionality lots:

  • Lot 1 has been designed to meet the Agency requirement for a device with very low battery consumption, low I/O, single communications media and simple alarm functionality;
  • Lot 2 has been designed to meet the Agency requirement for a device with the functionality to operate at the majority of the Agency level, flow and rainfall sites;
  • Lot 3 has been designed to meet the Agency requirement for a device with the functionality to operate at its more complex sites requiring increased resilience and high I/0.

The framework agreement will also be available for use by a number of UK public sector bodies including Defra, the Northern Ireland Environment Agency, the Welsh Assembly including its Executive Agencies e.g. Natural Resources Wales, the Department for Business, Innovation and Skills (BIS), the Scottish Environment Protection Agency as well as other Central Government Departments, Executive Agencies and Local Authorities.
