Portsmouth City Council is seeking advice on flood defence strategies as part of its masterplan to regenerate two areas of the city “ on a scale that the City has not seen before.”
The work forms part of a contract put out to tender for planning consultancy on City Deal sites worth up to £2.5 million.
Portsmouth City Council is inviting tenders from suitably qualified planning consultancies to work with the Council to produce a masterplan including infrastructure to support the creation of new communities.
In November 2013, Portsmouth and Southampton signed a joint ‘City Deal’ with central government. Underpinning the City Deal agreement is the proposal to maximise the impact of marine and maritime assets by unlocking critical employment and housing sites. In Portsmouth, the key sites are located at Tipner and Horsea Island.
In parallel the masterplan will be informed by market information and specialist understanding of water frontage development to ensure that the final scheme is viable and maximises the opportunity to create a marine and maritime hub.
The successful organisation will also be required to provide for further related services to support the delivery of the strategic project.
The Council is now seeking a team that will work with the Council and key stakeholders to help shape the development of the area. The Council said that for Portsmouth “the quantum of development that Tipner and Horsea will deliver is on a scale that the City has not seen before.”
The Council is intending to award the contract to the successful bidder by 9th November 2015 and requires commencement of services as soon as is practically possible following award. The aim is that the planning application is submitted by the end of 2016 or that a Local Development Order is in place by a similar date if that is determined to be the better delivery model.
Tipner (East and West), a large and prominent gateway site to the city straddling the M275 motorway, is a strategic site with the potential to contribute to delivering a significant proportion of the development identified to meet the future needs of Portsmouth.
The area faces significant challenges to development which, along with the surrounding ecologically important habitat, include heavily contaminated land, flood risk, the capacity of the existing sewer system and poor currently limited vehicle access.
Development of Horsea Island, which is located in the north-west corner of the city on the northern reaches of Portsmouth Harbour. faces similar challenges to the Tipner site.
The successful bidder will be required to deliver the following Key Outputs:
- Constraints Report — Produce a comprehensive Constraints Report identifying all constraints associated with the sites, underpinned by liaison with key stakeholders, site exploration, surveys and evidence gathering.
- Most Appropriate Mechanism for Delivery — Establish the best and most appropriate route to bring forward the development either by a formal planning application or a Local Development Order.
- Masterplan — Use the information to explore options to maximise the opportunities of these sites to deliver sustainable development that creates a new community. Consideration also needs to be given to the possibility of further land coming forward at a later date and land in private ownership not coming forward at suitable timescales.
- Market Intelligence and Development Strategy — Provide market intelligence to shape a viable scheme including a development strategy, with specialist knowledge of the marine and maritime sector;
- Costed Programme of Site Preparation — Develop a phased programme of site preparation including land remediation and flood defence strategies and other infrastructure for the sites, with indicative costs and draft site layout plans.
- Hybrid Planning Application or Local Development Order — Prepare a hybrid planning application seeking approval for outline permission for the scheme with a full application covering the bridge/road elements, remediation and flood defences; alternatively to explore the possibility of a Local Development Order to bring the site forward.
- Risk Log — Working alongside the City Council's Project Board, develop and maintain a comprehensive log of risks to site delivery and identify appropriate mitigations to those risks.
