Thames Water has gone out to tender with a major AMP8 framework for sewer rehabilitation including CCTV and cleaning with a total estimated value of c £228 million including VAT.

The water company is looking to put a framework agreement in place for a range of sewer rehabilitation, CCTV and cleaning works and services on gravity and rising mains across the entire Thames Water region, including:

• structural lining
• pipe replacement
• patch repairs
• leak tight lining
• pipe bursting
• associated manhole sealing

Scope includes associated activities such as minor civil, inspection reports, waste disposal and street works.

The framework has been split into 2 Lots of work to reflect the variations in scale and complexity of rehabilitation services for different waste water assets and operational situations. Full scope of the services to be provided and any options that may be considered throughout the term of the agreement, is set out in the Standard Scope within the Invitation to Negotiate (ITN) document.

Interested suppliers are invited to apply for the following Lots:

Lot 1. Sewer rehabilitation inc. CCTV and cleaning below c.£3m and/or non-complex (£107.489 million including VAT)

Low value and/or non-complex CCTV, cleaning and / or sewer rehabilitation works on gravity and rising mains included but not limited to structural lining, pipe replacement, patch repairs, leak tight lining, pipe bursting and associated manhole sealing.

Lot 2. Sewer rehabilitation inc. CCTV and cleaning above c.£3m and/or complex ( £120.12 million including VAT)

High value and/or complex programmes or projects planned CCTV, cleaning and / or sewer rehabilitation works on gravity and rising mains including but not limited to structural lining, pipe replacement, patch repairs, leak tight lining, pipe bursting.

Scope of works under both Lots includes associated activities such as civil works, manhole sealing, inspection reports, waste disposal and street works etc. Works will also involve elements of working on / in proximity of a railway (assessable to only those with required accreditations and required insurance levels).

The water company is looking to appoint up to six suppliers per Lot, with a maximum of 12 suppliers in total for the framework.

Companies can apply for one or more Lots - preference may be given in evaluation to those companies who demonstrate that they are capable of supplying a greater part of the overall requirement.

Deadline for submission of enquiries about the framework tender is 5:00pm on 3 August 2026 and deadline for requests to participate, asking for access to the PSQ & submitting of the PSQ is 12:00pm on 17 August 2026.

Current estimated start and end contract dates are 26 April 2027 to 25 April 2030, with further possible extension options up to 25 April 2035. Estimated framework award decision date is currently 8 March 2027.

The framework will be procured using a competitive flexible procedure. No supplier is guaranteed any minimum volume or value of work under the framework.

Call-off contracts will be awarded either:

• through further competition between all appointed Framework suppliers within a Lot; or
• via award directly to a supplier on a proportional allocation basis

For each call-off, Thames Water will issue a call-off tender pack setting out:

• the initial scope of works
• project-specific requirements and constraints
• pricing approach and assumptions, and
• evaluation criteria.

Tenderers will be required to submit both a technical and commercial proposal. Contracts will be awarded to the tenderer submitting the most advantageous tender in accordance with the criteria set out in the call-off documentation.

Pricing mechanism

At the framework award stage (ITN), tenderers will be required to submit a Framework Schedule of Rates, setting out their proposed:

• labour rates
• plant and equipment rates
• daywork rates, and
• fees

The rates will form the baseline pricing structure for all future call-off contracts under the framework.

At call-off stage the rates agreed within the framework contract will form the maximum rates permissible for call off contracts under the framework. Call off contract pricing will be established via a request for proposal process under the framework.
