Places for People Group Ltd tenders £294.8 million National Groundworkers Framework contract

Places for People Group Ltd. (PfP) has gone out to tender with a National Groundworkers Framework contract with an estimated total value of £294.8 million including VAT.

The group of more than 20 affordable housing providers, developers, property managers and care providers is looking to procure a national groundworkers framework for the sole use of PfP & PfP Developments.

The framework is being tendered in thirteen separate regionally based Lots. The minimum turnover requirement thresholds are £10 million for Lots 1 -10 and £5 million for Lots 11 - 13. Full details of the economic and financial standing requirements are set out in the Procurement Specific Questionnaire (PSQ).

Scope of services to be provided under Lots 1 to 10 inclusive are:

Site clearance and preparation, cut & fill, excavation and trenching, retaining structures, laying foundations, drainage & utilities, substructure construction, off and on-site roads, sewers & services, external works, and temporary groundworks.

Scope of services to be provided under Lots 11,12 and 13 in Scotland are:

Earthworks cut and fill; adoptable roads and drainage; private roads, paths, car parking; trenches, ducting, backfilling for mains services and EV infrastructure; house foundations and all works up to completed insitu concrete floors; plotworks - slab paths, gravel borders, topsoiling; plot drainage and groundworks for plot services; boundary wall & retaining wall foundations.

The Lots are as follows:

  • Lot 1. Central & North - North West (Lancashire, Manchester, Merseyside) - £19.2 million inc VAT
  • Lot 2. Central & North - South Yorkshire - £16.8 million inc VAT
  • Lot 3. Central & North - Central West (West Midlands, Staffordshire, Warwickshire) - £15.6 million inc VAT
  • Lot 4. Central & North - Central East (Derbyshire, Leicestershire, Nottinghamshire - £14.4 million inc VAT
  • Lot 5. South East - South (Surrey, Kent, East & West Sussex) - £22.8 million inc VAT
  • Lot 6. South East - East (East Anglia and Northern Home Counties (Cambridgeshire, Norfolk, Suffolk, Bedfordshire, Buckinghamshire, Hertfordshire, Essex) - £34.8 million inc VAT
  • Lot 7. South West - North (Gloucestershire, Oxfordshire and Wiltshire) - £16.8 million inc VAT
  • Lot 8. South West - South (Berkshire, Hampshire and Dorset) - £36 million inc VAT
  • Lot 9. South West - West (Bristol, Devon and Somerset) - £28. 8 million inc VAT
  • Lot 10. Greater London Regional Authority Area - £45.4 million inc VAT
  • Lot 11. Scotland - Central Belt - £19.4 million inc VAT
  • Lot 12. Scotland - North 1 - £8.8 million inc VAT
  • Lot 13. Scotland - North 2 - £16 million inc VAT

 

PfP are looking to appoint up to 78 suppliers to the framework and appoint up to six suppliers per Lot. There is no limit on the number of Lots for which a supplier may either submit a bid or be appointed to.

 Deadline for submission of enquiries about the framework is 5:00pm on 23 July 2026 and tender submission deadline is 12:00pm on 28 July 2026.
