British Business Bank Plc plans multi- million pound Framework Agreement for supply of engineering services

British Business Bank plc (BBB) has set its plans to establish a multi-million pound multi-supplier Framework Agreement for the supply of engineering services ahead of going out to tender at the beginning of June 2026.

With a current total estimated value of £14.76 million including VAT, the contract will tendered in the following separate Lots:

Lot 1. Software Engineering and Application Design (£3 million inc VAT)

This lot provides access to specialist suppliers to design, build, modernise, and support secure digital products and services that meet user and organisational needs.

Lot 2. Artificial Intelligence (AI) suppliers - AI, Automation, and Intelligent Systems Design ( £1.2 million inc VAT)

This lot provides access to suppliers with specialist capabilities in artificial intelligence (AI), automation, and intelligent systems design. It enables organisations to rethink and transform how they use people, data, technology, and processes through the safe, ethical, and effective adoption of AI.

Lot 3. Service Design - (£2.4 million including VAT)

This lot provides access to suppliers with specialist expertise in service design, user-centred design, and end-to-end service transformation. It enables organisations to design or redesign services that meet user needs, align to policy intent, remove friction, and deliver improved outcomes for citizens, employees, and operational teams.

Lot 4. Platform Engineering (£1.2 million including VAT)

This lot provides access to suppliers with specialist expertise in DevOps, cloud engineering, and platform engineering. It enables organisations to design, build, modernise, and operate secure, scalable digital platforms that support rapid, reliable, and automated delivery of digital services.

Lot 5. Product Design User Interface (£1.2 million including VAT)

This Lot provides access to specialist product and UI/UX designers to create intuitive, accessible digital web interfaces. It supports the delivery of high-quality designs, prototypes, and design systems that can be easily built by engineering teams, with designers available across all delivery stages.

Lot 6. Digital Services Web Product Development (£5.76 million including VAT)

This lot provides access to specialist suppliers to design, deliver, and improve digital services and platforms. It supports the development, maintenance, and enhancement of accessible, user-centred digital products through individual specialists, multidisciplinary teams, or end-to-end delivery.

Current estimated start and end contract dates are 1 September 2026 to 31 August 2030.

Call offs contracts will be awarded under the framework either with or without competition via two routes:

  • Further Competition
  • Direct Award

 

Estimated publication date of a formal tender notice is 1 June 2026 when detailed infornation and address for submission will be available

Deadline for submission of enquiries about the framework is 12:00pm on 9 June 2026; tender submission deadline is 12:00pm on 16 June 2026.

Estimated award decision date is 31 July 2026.
