The 23red WEC Collective delivery body has been appointed to lead the £90 million (inc VAT) Water Efficiency Campaign (WEC) for England and Wales.

The 23red WEC Collective is a consortium of organisations which will design and deliver a nationwide behaviour-change campaign to help households and businesses build positive, year-round water-saving behaviours.
Part of Capgemini Invent, the organisation’s website describes itself as a purpose-driven creative agency which develops brands and campaigns that change behaviour for the better and have a positive impact on people’s lives.
The appointment follows a competitive procurement process led by Ofwat, working with the water companies, the Environment Agency (EA) and Defra.
Start and end contract dates are 15 February 2026 to 31 March 2030.
Key performance indicators specified when the contract went out to tender were:
- Establishment and operation of a credible campaign contribution framework.
- Set up and comply with a governance protocol that can withstand scrutiny.
- Build and nurture positive relationships with Client stakeholders to effectively deliver a cross-sector campaign.
- Working as a strategic delivery partner alongside the Ofwat Marketing team.
