The Crown Estate Commissioners have gone out to tender with an Invitation To Tender (ITT) for a contract for a Habitat Regulation Assessment (HRA) - Technical Advisor with an estimated value of £1.32 million (inc VAT).

The Crown Estate (TCE) is seeking to establish a 36 month single supplier framework with the option to extend for a further 12 months for the provision of specific services to support the delivery of Habitat Regulation Assessment for the nextoffshore wind leasing round.
Current estimated start and end contract dates are 14 November 2025 to 24 November 2028 with a further possible extension option to 23 November 2029.
Current estimated award decision date is 12 November 2025.
The purpose of the tender is to provide TCE with an efficient way to call off future requirements for HRA services. TCE says this will avoid individual tenders being issued as required and tenderers having to invest time in bidding for multiple tenders.
When the contract is let to a single supplier, Individual Work Orders will be issued using structured call offs, with each detailing the specific scope, activities, deliverables and timelines.
Scope of services to be provided under the contract include:
- development of HRA methodology
- HRA
- shadow MCZ assessment
- digital tools
- summary PDA reports
- ad hoc tasks
Deadline for submission of tenders is 12:00pm on 3 October 2025.
