The Environment Agency (EA) is seeking supply chain interest in an upcoming Beach Management Framework contract to be tendered in May 2025 with a potential estimated total value of up to £925 million.

The Agency has issued a Prior Information Notice (PIN)inviting interest suppliers to request and complete a questionnaire – deadline to return the completed questionnaire is Monday 20th January at 5.30pm.
The EA is seeking expressions of interest from organisations toexpress an interest in delivering the framework requirements, whilst also informing the market of the updated scope of services for the framework and to explore market feedback on specific aspects. The Agency said this will assist in identifying critical success factors, new approaches and potential barriers to delivery, all of which will then be considered in the formal procurement process.
Potential scope of services covered by the wide-ranging framework include:
- Flood-defences maintenance works
- Marine construction works
- Beach-consolidation works
- Sea defences construction work
- Design-modelling services
- Coastal-defence works
- Breakwater construction work
- Construction work for water projects
- Flood-prevention works
- Construction-related services
- Engineering services
- Dredgers
- Sea defences construction work
Current estimated value of the framework will range between £360 million (high confidence pipeline including inflation) and £925 million (medium and low confidence pipeline including contingency such as inflation, unknown requirements and requirements which are hard to estimate in value).
The EA is emphasising that this is not a call for competition and the procurement remains subject to approval. In addition, at this stage the Agency does not intend to be bound by any information and makes no commitment to incorporate any recommendations or suggestions within the final procurement documents.
The framework will be procured via the new Procurement Act 2023 but the Agency is continuing to seek market feedback via this PIN using the Public Contract Regulations 2015.
