United Utilities is kickstarting the procurement process for a Design Development Partner to work on non-complex capital projects which will form part of its £7 billion 2025-30 AMP8 investment programme.

The water company has issued a Periodic Indicative Notice inviting suppliers to register their interest in the procurement ahead of going out to tender with a formal contract notice at the end of January 2024.
United Utilities' AMP8 programme, starting in April 2025 and running until 2030, will be followed by AMP9, focusing on enhancing water and wastewater infrastructure in North West England.
The AMP8 budget of around £7 billion is a significant increase in investment on previous periods.
A key aspect of AMP8 is a two-phase approach:
- Phase One - involves the Strategic Solutions Partner (SSIP) in early project stages
- Phase Two - emphasises the engagement of a Design Development Partner (DDP) to refine design aspects. This phase also includes vital components like Commercial Support, Specialist Modelling, and 'Build Only' minor works.
The water company is now seeking a Design Development Partner (DDP) for a service contract aimed at enhancing its small project design capabilities for non-complex requirements. The primary focus of the DDP will be to provide essential resources for developing both outline and detailed designs for a variety of smaller non-complex capital projects, ensuring alignment with UU engineering guidance. To achieve this, the DDP will be required to establish a dedicated team to collaborate closely with United Utilities’ in-house team.
In addition, the DDP will form a team with expertise in ecological and hydrological engineering which will be tasked with grey engineering designs and designing sustainable, water-sensitive urban areas, a critical aspect of modern urban development.
United Utilities said the approach will integrate advanced techniques like Geographic Information Systems (GIS) for thorough site analysis and effective design of blue-green infrastructure.
Following extensive market engagement the services will be tendered across two Lots as follows:
- Lot 1 – Grey Design SME
- Lot 2 – Rainwater, Blue/Green Design SME
Initial contract term will be for six years with the potential to extend for up to a further five years in total.
The DDP will be a professional services consultancy framework incorporating an amended NEC4 PSC.
