The Scottish Government is seeking supply chain input ahead of setting up a new framework agreement for water and waste water billing services for the Scottish public sector worth an estimated £280 million.

Scottish Procurement, the organisation tasked with procuring commodities on behalf of all Scottish public bodies, has issued a Prior Information Notice inviting suppliers to submit Expressions of Interest in the upcoming framework for the provision of billing and metering services.
The current framework agreement for water and waste water billing services is due to expire on 31 March 2024.
Work has already commenced on developing the procurement strategy, including canvassing of stakeholders' views. As part of this, Scottish Procurement says it recognises the value of suppliers having the opportunity to contribute their views via a Request for Information aimed at collating views from anyone wishing to supply the Scottish public sector.
The framework agreement will be available for use by a wide range of public bodies across Scotland. In addition, the agreement will also be available to the following organisations:
- charities entered on the Scottish Charity Register
- voluntary organisations entered on the Membership Database of the Scottish Council for Voluntary Organisations
- departments of UK Government facilities operating in Scotland.
Estimated date of publication of the formal contract notice is 30 June 2023.
