Environment Agency seeks supply chain input on £13m Mapping and Modelling Framework

The Environment Agency (EA) is seeking supply chain input ahead of going out to tender with  a mapping and modelling framework contract worth an estimated £13 million.

The EA intends to appoint a replacement to its existing Mapping and Modelling Framework (MMF).

Prior to commencing the formal procurement exercise, the Agency now wants to notify the market of the upcoming opportunity, identify the level of interest in the new framework, and invite supplier feedback on the proposed approach.

Suppliers are being invited to take part in a short survey about the framework, which will focus more on flood and coastal erosion modelling, forecasting and flood hydrology improvements, and national/catchment scale modelling, mapping and forecasting projects.

The EA says that planned construction projects for the development and delivery of schemes that contribute to the target to reduce risk to 336,000 properties in the 6 year capital programme, which are being delivered under the EA’s Collaborative Delivery Framework, are unlikely to be delivered via this particular framework.

The intention is to appoint four/ five suppliers to a single national Lot, providing a centralised and consistent national approach to deliver all requirements. The Agency expects that the majority of work delivered under the framework will be appointed following mini-competition between the appointed suppliers. It is intended that call-offs will use the NEC4 Professional Service Contract. Successful contractors will be required to deliver projects in all areas of England. The framework will have a four year duration with an estimated value of £13 million and will be available for use by other Risk Management Authorities.

Scope of services to be provided under the framework includes:

  • Modelling (fluvial, tidal, open coast, continuous simulation, overtopping, surface water, groundwater, sewer, whole system, weather)
  • Wave transformation analysis
  • Surge analysis
  • Hydrology
  • Model Peer Review
  • NPPF Flood Risk Assessment Checking
  • MDSF2
  • Survey and Mapping Services
  • Incident Management and Emergency Planning

 

The EA is inviting interested suppliers to register their interest and take part in a short survey to assist with shaping the future framework. The survey will close on 16th September 2021.
