Portsmouth City Council has gone out to tender with a contract for test drilling and marine ground investigation works worth an estimated £3 million.

The Council is looking to appoint a principal contractor to undertake specialist marine ground investigation works within Tipner Lake/Porchester Lake, Tipner West and Horsea Island, Portsmouth in order to progress the Tipner West Regeneration Project.
The land at Tipner West and Horsea Island East has been identified as a potential strategic location that, if unlocked, could help to support the UK’s growing marine and maritime sector.
The ground investigation comprises overwater investigations to be carried out as follows:
- Tipner West Land Reclamation;
- Tipner to Horsea Bridge Link;
- Quay Wall Replacement;
- Dredged Channel;
- Horsea Foreshore
In addition to general investigation activities the scope of works will also include:
- onsite inspection and logging of samples;
- in-situ testing in boreholes;
- chemical and geotechnical sampling in exploratory holes;
- laboratory geotechnical testing of soils and rock and chemical testing of soil and groundwater samples; and
- UXO survey of all overwater exploratory holes.
The works period is significantly constrained by bird migration and breeding patterns - meaning that works may only commence from mid/late March 2021 and must be complete by mid May 2021.
However the Council is pointing out that the works period may be subject to review and it will require flexibility from the contractor in the event that the dates need to be moved forward or backwards.
