The Environment Agency has issued three separate Prior Information Notices announcing its intention to go out to tender for its Flood and Coastal Risk Management (FCRM) Operational Framework.
The PINs cover works for small scale civil engineering and maintenance works (including culvert inspection and clearance) and routine maintenance, vegetation management and pest control in three separate Environment Agency operational areas.
The SW Hub covers in 4 Environment Agency areas 8 and 9 — (8) Wessex (WSX) and (9) Devon, Cornwall and the Isles of Scilly (DCS).
The Central Hub covers 4 Environment Agency areas 5-7 and 10: (5) Lincolnshire and Northamptonshire (LNA), (6) East Midlands (EMD), (7) West Midlands (WMD) and (10) East Anglia (EAN).
The North Hub covers 4 Environment Agency areas 1-4 — (1) North East (NEA), (2) Cumbria and Lancashire (CLA), (3) Yorkshire (YOR) and (4) Greater Manchester, Merseyside and Cheshire (GMC).
The Agency currently relies on a number of national and local arrangements (contracts and frameworks) to deliver works in relation to its capital and revenue programmes. The national framework, WEM (Water and Environment Management), expires in July 2019 and there is already a different project team looking at the replacement of that arrangement. The future of WEM falls outside the scope of this operational framework.
The future arrangement will incorporate approximately 30 previous arrangements and frameworks covering a wide range of services – minor (civil engineering) works, culvert inspection and clearance, vegetation management, tree works, main river maintenance, pest control and soft engineering and river restoration works.
The Environment Agency is planning to hold three separate supplier workshops as follows:
- North Hub - Monday 3rd July 2017 in Leeds
- Central Hub - Tuesday 27th June 2017 in Solihull
- South West Hub - Friday 30th June 2017 in Exeter
The Agency is planning to run two sessions at each event during the day, one in the morning and one in the afternoon - places will be allocated on a first come, first served basis.
