Northern Ireland Water is looking for experts to advise on economic regulatory matters throughout the PC15 price control process for the six-year period from 2015-16 to 2020-21 and to assist with aspects of the upcoming PC21 Business Plan.
Key areas where NI Water is looking for expert advice include:
- Suitable econometric cost assessment techniques which can be used to estimate NI Water's relative efficiency and to recommend appropriate catch up targets;
- Carrying out independent assessment of total factor productivity (TFP) and real price effects (RPE) assumptions
- Aspects of NI Water's revenue allocation framework used to support the design of regulated customer tariffs.
The water company said other areas where it may seek advice includes NI Water's cost of capital and the impact to NI Water, its customers and funding providers of a change in the basis of inflation from RPI to CPI. The water company will also be looking for advice on the approach taken by the Utility Regulator in its draft and final determinations for PC21
