Thames Water is inviting input from suppliers on its proposals for the Counters Creek Flood Alleviation strategic sewer project.
The aim of the scheme is to alleviate basement flooding from approximately 1000 properties within the London Borough of Hammersmith and Fulham and the Royal Borough of Kensington and Chelsea.
Thames Water has developed an outline solution but said it is “open to innovative ideas” and now wants to encourage the market to explore any other outcome based solution which meets the objective of the schemes.
The utility has published the information (in the form of a Prior Information Notice) in order to engage with the market about potential opportunities in relation to the construction works for the Counters Creek Strategic Sewer Project and to start market consultation with major tier 1 contractors .
Thames Water’s outline solution comprises construction of a storm relief sewer approximately 5.5 km long, 3.6 m in diameter and at a depth of approximately 30 to 36m (envisaged to be in London Clay). Initial appraisal indicates potential discharge of the sewer into a new pumping station at Lots Road, Chelsea which could potentially be located next to an existing pumping station with indicative capacity of approximately 28.5 m³/sec.
The works may include upsizing of existing sewers at various strategic locations within the two boroughs - comprising approximately 4.4 km of pipework in total with diameters ranging from 375 mm to 2400 mm. The works could also include the construction of attenuation storage shafts with indicative capacities of approximately 2200 m³ and 1000 m³ together with associated pumps and ancillary equipment for returning the stored flows back into the sewer system.
Thames now wants to engage the market about potential opportunities in relation to the construction works for the Counters Creek Strategic Sewer Project and to start market consultation with major tier 1 contractors with financial capacity and experience of managing and delivering complex works of this nature and magnitude. The utility says that the project requires management of "significant stakeholder issues" and includes "complex operational and third party interfaces."
All respondents who meet the criteria will be invited to complete a questionnaire seeking feedback on the optimum procurement option and other market related issues. Thames Water has provisionally scheduled a seminar for 10the February to describe the project more fully and outline procurement options under consideration. Respondents may also be offered an opportunity for one to one meetings with Thames Water in advance of or subsequent to receipt of a completed questionnaire.
