United Utilities tenders £18 million AMP8 framework contract for water efficiency devices and flow regulators

United Utilities has gone out to tender with an AMP8 framework contract for water efficiency devices and flow regulators with an estimated total value of £18 million including VAT.

The water company is seeking to establish a framework for the supply, storage, stock management, fulfilment and delivery of water efficiency devices and flow regulators.

The framework will support United Utilities’ AMP8 and AMP9 water demand reduction commitments, including reductions in domestic Per Capita Consumption and non-household business demand.

The framework is being tendered in two Separate Lots:

Lot 1 covers water efficiency devices, associated fulfilment services and a UU-branded customer water usage survey and ordering platform (£3.6 million)

Scope: Supply, storage, stock management, picking, packing, fulfilment and delivery of water efficiency devices such as flow regulators, water butts, shower regulators, tap inserts, showerheads, cistern devices, toilet leak detection strips and other approved or innovative water saving products.

Lot 2 covers flow regulators in agreed sizes, flow rates and specifications (£14.4 million)

Scope: Supply, storage, stock management, fulfilment and delivery of flow regulators in a range of sizes, flow rates and specifications suitable for UU programmes. Devices must meet all applicable regulatory, quality and testing requirements, including WRAS and Regulation 31 approval where required.

United Utilities said the overall objective is to secure a robust, value-for-money supply arrangement that enables it to deliver water efficiency activity at scale, maintain continuity of supply, protect customer experience and contribute to measurable reductions in water consumption across the North West.

Appointed suppliers must be able to provide compliant, reliable and scalable products and services that support planned programmes, customer campaigns, bulk orders and changes in operational demand.

They must also demonstrate product quality, regulatory compliance, supply chain resilience, accurate reporting, effective stock management and appropriate customer support, including:

  • relevant approvals and assurance evidence
  • secure handling of customer data where applicable
  • the ability to respond flexibly as programme volumes and priorities evolve.

 

Current estimated start and end contract dates are 23 December 2026 to 23 December 2028, with further possible extension options up to 23 December 2034.

Deadline for submission of enquiries about the tender is 10:00am on 9 October 2026 and tender submission deadline is 3:00pm on 20 November 2026. Estimated award decision date is 10 December 2026.
