United Utilities has made a direct contract award for an industry specific software package without going out to tender worth approximately £6.304 million including VAT.
The contract has been awarded to Bentley Systems (UK) Ltd in the form of an enterprise agreement for the Bentley Systems suite of Engineering Software including ProjectWise, AssetWise, Open Ground and other desktop applications
The direct award justification has been made on the basis that it is an extension of the existing software services provided by Bentley Systems. The software is proprietary software that is not available through alternative suppliers. The cost of changing these services to an alternative supplier would be disproportionately high due to complex redesign, integration and implementation work required, United Utilities said.
Award decision date was 21 August 2026 – the standstill period will end on 3 September 2026.
Earliest date the contract will be signed is 4 September 2026. Current estimated start and end contract dates are 1 October 2026 to 30 September 2029.
