Severn Trent is seeking supply chain chain input ahead of the potential procurement of supply and installation of covers for a range of ASP (Activated Sludge Plant) tanks at up to 23 of its sewage treatment works with some sites having multiple ASP assets. The water company is also considering the procurement of covers for its Liquor Treatment Plants.

The engagement deadline 31 March 2026 – however, Severn Trent says it would like to hear from interested suppliers as soon as possible.
The intention is to collaboratively work together with suppliers to identify the best solution for the sites. The purpose of the cover is to capture gas emissions from the mixed liquors in the tank, which constantly receives aeration with high airflow.
Severn Trent requires covers that can deal with air pressure and cope with a certain level of pressure fluctuation. As such, the cover should be sealed to the tank and reasonable steps should be taken to minimise the leakage of gas. It is expected that extraction points will be required to remove the gas for processing.
Although the tanks vary across the portfolio, Severn Trent are particularly interested in the following aspects :
- Opportunities to standardise or modularise aspects of the covers across the portfolio to realise both financial and time savings without compromising the process safety
- Minimising the volume of gas above the liquors
- Minimising the loading into the ASP walls
- Minimising the need for complex cranage and groundworks for installation.
Current estimated start and end contract dates for the potential procurement are 1 December 2026 to 31 March 2030, with further possible extension options up to 30 March 2034.

Response to the pre market engagement is optional and does not contribute to any procurement process. All information gathered as part of the market engagement process will be used to inform Severn Trent’s understanding of the market and support the company in refining its requirements.
Severn Trent is now inviting interested suppliers to provide information on their products and services via an online questionnaire.
Suppliers are asked to provide an overview of their products for covering tanks as part of the questionnaire. Other questions Severn Trent is seeking information on include:
- Life span of the covers
- Level of air tightness / seal that can be achieved
- What maintenance is required and what is the frequency of key maintenance activities
- What access provisions are available for solutions e.g. access to the ASPs/ Tanks for monitoring and maintenance
- Are there any key pre-requisites that need to be present on site before the covers can be installed
- What are the standard lead times, e.g. design and manufacture
- How many different sites / projects with different locations and different requirements (e.g. different sized tanks) would the supplier be able to work on at any given time
The questionnaire also offers suppliers the opportunity to provide additional information and relevant attachments.
Following review of the responses to the questionnaire Severn Trent reserves the right to contact suppliers individually to discuss their responses further and explore any additional areas that may arise during the market engagement period.
