Portsmouth City Council is seeking supply chain interest in an upcoming tender for Coastal and Flood Works Framework with an estimated value of up to £75 million (excl VAT).
Coastal Partners is now seeking to establish a Coastal and Flood Works framework to be used primarily by Southern Coastal Group (SCG) members. Portsmouth City Council will be the host Authority for the Framework.
The SCG and Standing Conference on Problems Associated with the Coastline (SCOPAC) were originally formed as separate groups. They now work as a single combined organisation – Coastal Partners. SCOPAC is the Regional Coastal Group for central southern England. Based in central southern England they provide a network for neighbouring Local Authorities and organisations involved in coastal management.
The existing SCG Minor Works Framework that the new framework will replace is due to expire on 30th November 2026. Prior to commencing the formal procurement process to establish the new framework agreement Coastal Partners are seeking input from the market on options for the scope, procurement, structure and operation of the agreement.
The feedback will be used to inform the development of the final technical, procurement, contractual and commercial strategy.
Interested contractors are invited to attend an online briefing event on Thursday 26th February 2026 11:30 - 12:30 where Coastal Partners (with support from Portsmouth City Council) will provide a summary overview of the future framework options and provide guidance on completion of the feedback questionnaire.
The questionnaire will then be immediately issued following the event via the Council's e-sourcing solution In-tend. Interested contractors will be requested to complete and return the questionnaire, with a completed Conflict of Interest(COI) form by 5.00pm on Friday 20th March 2026
The new framework has an estimated value of between £25 million - £75 million for a period of 4 years with an option to extend for a a further 2 years in increments up to a maximum period of 6 years.
Proposed contract terms are NEC4 Framework Contract with call-off options using NEC4 ECC and ECSC, NEC4 TSC and TSSC or Standard Authority PO T&Cs for low value, low complex works as appropriate.
The framework will be primarily for use by twelve Southern Coastal Group member authorities along the central South Coast of England. However, all contracting authorities within the Southern and Wessex Regional Flood and Coastal Committees from Kent to Somerset may also access the framework.
The framework is proposed to be divided into 3 Lots:
- Lot 1a – Minor Coastal & Flood Civil Engineering Works
- Lot 1b - General Coastal & Flood Civil Engineering Works
- Lot 2 - Specialist Beach Management Works
The Council intends to run the PME and the subsequent envisaged tender process under the following Procurement Programme:
- Issue Preliminary Market Engagement Notice w/c 9th February 2026
- PME Contractor engagement events (via Teams) Thursday 26th February 2026 - 11:30am - 12:30pm
- PME questionnaires return deadline Friday 20th March 2026 17:00
- PSQ published via Intend (if required) Monday 13th April 2026
- PSQ return deadline (if required) Friday 15th May 2026
- ITT published via Intend No later than Monday 15th June 2026
- Tender return deadline Friday 24th July 2026
- Notification of award / Issue of award notice on fts Friday 4th September 2026
- Standstill periods, contract execution and mobilisation, etc. Sept/Oct/Nov
- Framework commencement Before 30th November 2026
To attend the Microsoft Teams meeting on Thursday 26th February, interested suppliers are asked to use the Teams link within the PME Briefing document and join 5-10 minutes before the start time to ensure a prompt start.
Suppliers are asked to inform the Council by Wednesday 25th February 2026 at 5pm who will be attending using the correspondence function on Intend and provide the following information:
- Attendees’ names, job titles and email addresses
- Which Lot(s) you’re interested in
- Anything you specifically want the agenda to cover
Suppliers are not limited to the number of attendees, and all interested parties are encouraged to attend as it will present an opportunity to better understand the proposed framework.
Suppliers are asked to complete an online Preliminary Market Engagement (PME) Questionnaire and Conflict of Interest (COI) Declaration Form which will be talked through at the PME briefing and made available to suppliers immediately after the Teams meeting to provide feedback on the proposed framework.
The suggested deadline for the PME Questionnaire is Friday 20th March 2026 at 17:00.
