Southern Water has launched a supply chain pre-market engagement exercise for the upcoming procurement of a new Energy Management and Optimisation System (EMOS).

The water company has issued a preliminary market engagement notice inviting interested suppliers to participate in the pre market engagement. Southern Water are one of the largest consumers of electricity in the Southeast of England
Its current energy portfolio consists of electricity and natural gas consuming sites. The electricity metering portfolio currently consists of around 4300 meters (including submeters). It also has sites capable of generating and exporting electricity - current generating technologies are biogas fuelled CHP, diesel generators, and solar arrays.
The utility says its renewable energy portfolio is constantly evolving and the future system should be flexible to accommodate both established and emerging technologies as part of the asset strategy (e.g. wind, battery storage, heat recovery).
Southern Water are now looking to procure an EMOS with the following capabilities/features -
- Energy Portfolio Management
- Billing & Tariffs
- Invoice Upload
- Automated Data Reading / Collection (AMR)
- Metering & Sub-metering
- Accruals, Budgeting and Forecasting
- Energy Monitoring & Targeting
- Site Analysis
- Data and Performance
- Energy and Carbon Reporting (Internal & Regulatory)
- Fleet Data
- CHP and Solar Array Management
- Customisable Dashboard, Access and Interface
The water company says that additional EMOS features such as integration with its current systems as part of a future smart internal network and real time Energy Monitoring and Control are also of interest as part of its future strategy. Southern Water are also interested in Invoice Validation and Bureau Services.
Current estimated contract start and end dates are 1 January 2027 to 31 December 2031, with a possible further extension option to 31 December 2040.
Southern Water is now inviting interested suppliers to register their interest in the procurement via its sourcing platform Jaggaer – deadline to participate in the pre-market engagement deadline process is 30 May 2025.Information from the pre-market engagement process will be used to design the tender strategy and timescales.
