North London Waste Authority tenders £10m minor works framework for civil engineering services

The North London Waste Authority (NLWA) is going out to tender with a minor works framework for civil engineering services to facilitate successful delivery of the North London Heat and Power Project in Edmonton worth an estimated £10 million.

The NWLA is in the preparatory stage of a procurement framework with a maximum of three contractors for minor works in relation to the project . The NLHPP is a programme of works at the NWLA’s EcoPark site in Edmonton which involve the construction and commissioning of enhancements to the civil infrastructure in and around the EcoPark.

Design will typically be carried out by the Authority's technical advisor to enable the contractor to carry out construction.

The construction and commissioning of enhancements to the civil infrastructure in and around the EcoPark include:

  • intrusive site investigations to verify the location of services and underground obstructions;
  • non-intrusive surveys / investigations to the PAS 128 guidance to verify the location of services and underground obstructions;
  • alterations and enhancements to roads and pedestrian accesses to enable the EcoPark to function whilst the new NLHPP facilities are constructed and brought into service. These may span watercourses;
  • alterations and enhancements to EcoPark security infrastructure to enable NLHPP construction areas to operate within the EcoPark's overall security system;
  • temporary and permanent alterations to the EcoPark water and drainage systems to enable the construction of NLHPP facilities;
  • diversion of utilities to enable NLHPP delivery;
  • landscaping reinstatement of soft verges and footpaths around the EcoPark;
  • supply and install temporary buildings; and
  • removal of any temporary structure erected during the NLHPP works.

 

The works are required to enable the efficient and effective delivery of the NLHPP for the development of a replacement energy recovery facility and associated works at the EcoPark.

The site for the works, Edmonton EcoPark, is an operational waste management site where London Energy Ltd, a private company wholly owned by the Authority, operates an existing Energy from Waste (EfW) facility.

Normal operation of the EfW facility will need to be maintained at all times during the works.

The Authority published a Market Engagement webinar on 18th February to engage contractors by explaining the opportunities associated with the works and to invite views from interested contractors for the delivery of the Minor Works Framework.

The Webinar includes a link to a questionnaire which will invite feedback on specific aspects of the works - deadline to submit feedback and ask questions is 25th February at 12.00pm.
