United Utilities is seeking supplier expertise to support the investigation, analysis and understanding of demand for water in its supply region.

The water company has issued a Periodic Indicative Notice ahead of going out to tender with a water network and demand consultancy framework
An understanding of demand for water now and in the future in both its own and surrounding regions forms an integral part of United Utilities’ strategies and plans. The framework contributes to the delivery of Water Resources Management Plan (WRMP), Price Review, Drought Plan, Annual Performance Reporting and other regulatory reporting.
Demand for water is made up of four main components:
1. Household (domestic) customer consumption/usage - household consumption;
2. Non-household (commercial and industrial) customer consumption/usage - nonhousehold consumption
3. Leakage; and
4. Any other uses of water, such as water taken unbilled, known as “minor components”
The scope of work to be provided under the agreement covers:
1. Providing support to UU’s Water Network Team in targeting areas for further leakage investigation and/or suggesting the most appropriate intervention (be that leakage detection and repair techniques, leakage prevention or a combination).
2. Providing support to UU’s Strategy Team in developing plans and strategies for demand management, including leakage reduction.
3. Provide advanced analytical and modelling support for UUW’s Economic Level of Leakage
(ELL) assessments and the development of options to reduce demand for water (costs and benefits), in accordance with industry best practice.
4. Provide analysis, audit and assurance support for leakage analysis and reporting, in line with Ofwat guidance and industry best practice.
5. Provide advanced analytical and modelling support for wider water and wastewater network studies, as well as supporting with the development of related plans and strategies.
6. Onsite services
United Utilities is asking interested suppliers with experience in this area to complete and return a Supplier Competency Matrix by 13th August 2021.
