Yorkshire Water tenders £1bn+ AMP7 MEICA framework contracts

Yorkshire Water has gone out to tender with tenders for complex and minor MEICA framework contracts  together worth an estimated £1 billion-plus in total.

The complex MEICA Framework contract, worth an estimated £750 million covers Mechanical Electrical Instrumentation, Control and Automation (MEICA) construction and refurbishment works associated with above or below ground assets. The assets will typically lie within a Yorkshire Water operational treatment site, collection or distribution asset including process treatment and water retaining structures, as one off projects. Related civil construction works may also be included - although this is not the primary scope.

Scope of services to be provided under the contract include:

  • Full compliance with the duties of the Principal Contractor
  • Full compliance with the duties of Principal Designer
  • Supplier / sub-contractor management
  • Outline and detailed design of MEICA project works
  • Process and MEICA design (HAZOP, HAZID, HAZCON etc.)
  • Preparatory works and site establishment facilities
  • Provision of plant and equipment, materials, labour, supervision
  • Project construction and commissioning
  • Asset data collection, management and submission

The water company is looking to appoint up to six suppliers to the framework, which will run for an initial five years with a further 36 months extension option.

Minor MEICA framework of £300 million

Yorkshire Water is also separately tendering a framework contract for Minor Mechanical Electrical Instrumentation, Control and Automation (MEICA) works associated with above or below ground assets worth an estimated £300 million. Again, the assets will typically be within a Yorkshire Water operational treatment site, collection or distribution assets including process treatment and water retaining structures, as one off projects.

Typical project values will range from circa £50,000 to £500,000 - the scope of services will include:

  • Site investigation including surveys
  • Minor mechanical plant and equipment associated with water and wastewater treatment assets
  • Minor electrical plant and equipment associated with water and wastewater treatment assets
  • ICA plant and equipment associated with water and wastewater treatment assets
  • Related civil works

The water company is looking to appoint up to eight suppliers to the minor MEICA contract, which will also run for an initial 5 year term with a further 36 months extension option.

Time limit for receipt of tenders or requests to participate in both tenders is 5th October 2018.
