Environment Agency to hold supplier event for £11m MEICA contract

The Environment Agency has announced that it will hold a Supplier Engagement Day in September to outline its plans to put a MEICA Operational Framework in place with an estimated value of £11 million.

The Agency is planning to issue a tender in October for the provision of MEICA Operational services under a framework contract which will be let in four major Lots. Under the framework suppliers will be required to provide design, supply and installation services relating the replacement and/or redesign of assets or components of assets.

This could include works to improve the functionality, reliability, efficiency, resilience and operability of MEICA assets. The Lots are:

Lot 1 supply, installation and commissioning of pumps – the Agency is looking for contractors who are manufacturers of pumps or UK primary agents of manufacturers.

Lot 2 supply and installation of Motor Control Centre panels (MCCs) – for contractors who are manufacturers and install control panels. Contractors are expected to be able to build, install MCC’s up to a defined size and have specialist diagnostics and repair skills.

Lot 3 water control structure – for contractors who are able to design, fabricate, install water control structures and actuation or UK primary agents of manufacturers who can carry out the above works. The types water control structures the Agency requires include flap valves, penstocks and gates.

Lot 4 Turnkey System - dedicated M and E contractors able to project manage and act as principle contractor to carry out work under multiple specialisms covered by lots 1 to 3 and other small MEICA works. e.g. manage the refurbishment of a pump station requiring pumps, some civils work, pipework modification, penstocks and electrical control systems.

This is the primary stage which will inform how the Environment Agency develops its approach to the market and decides the best format for the subsequent framework.

The aim of the open day/workshop, which will take place in Birmingham, is to allow early engagement between potential suppliers and the Environment Agency to fully understand the requirements and what the Agency expects from suppliers.
