Bridgeall, one of Scotland’s leading IT services companies, has won a contract to work with the technology company CGI to develop the central market system for the English water industry organisation Market Operator Services Ltd (MOSL).
CGI’s central market system will be adopted by MOSL as the underpinning solution for its central market operating system (CMOS). The CMOS will facilitate interaction among all participants (retailers and wholesalers) in the competitive non-household water market. CGI will also host and operate the CMOS system on its secure commercial cloud.
The changes to the English water market will make it the largest retail water market in the world worth around £2 billion. The software being developed by Bridgeall will calculate the primary charges for water and sewerage and allocate them to the relevant wholesalers and retailers for the 1.2 million non-household customers when the market opens to choice in 2017.
The new software system will be similar to the work Bridgeall has already done in Scotland for the Central Market Agency and the Scottish retail water market introduced in April 2008 when Scotland became the first country in the world to offer non-household customers a choice in their water supplier.

Bridgeall is now planning to increase its staff by creating five new jobs including Software Developers and Solution Architects.
As a Scottish Microsoft partner who specialise in Dynamics CRM and SharePoint, Bridgeall will build the wholesale charges calculator on a Microsoft .Net framework, and will employ automated testing using a wide range of test scenarios to ensure the accuracy and correctness of the implementation of this £2billion market.
Bridgeall is building the mathematical processor that considers all the relevant factors, performs the calculations, and generates the charges for water and sewer consumption, for each non-household supply point. The calculations will be performed multiple times per week for the entire market of c.1.2m businesses and other non-household customers.
This component is fundamental to the Central Systems of the new English water market and it will be responsible for the accurate generation of wholesale water bills of approximately £2 billion annually.
