Scottish Water has gone to tender with a contract worth up to £150 million for Tier 1 Delivery Partners to deliver its Water Infrastructure for Capital Investment Programme.
The water company is looking to appoint a maximum of four participants to the framework agreement to support the delivery of its Quality and Standards IV (Q&SIV) Capital Investment Programme for the regulatory period 2015 to 2021.
Scottish Water said that in order to achieve the required efficiency it will be necessary to realise the optimum balance between self delivery and wider supply chain delivery. It is anticipated that the Tier 1 Delivery Partners will not sub-contract work other than to Scottish Water Tier 2 framework contractors.
Delivery support will mainly be required within the Central Belt and the North East - it will be a key requirement for the Tier 1 Delivery Partners to be able to provide self-delivery within these areas. Although prices will be sought for work across Scotland the commercial evaluation will be based on work in these two areas.
Subject to satisfactory reviews during the regulatory period the framework could then be extended at the discretion of Scottish Water into the next regulatory period.
Work allocated under the framework will be dependent on the delivery capacity and capabilities of the appointed Delivery Partners and involve the design and construction, and construction only basis of work associated with clean water network assets. Tier 1 Delivery Partners can either be a single entity or alternatively a consortium made up of contractor(s) and design consultants.
Estimated value is put at between £50 million to £150 million.
Scottish Water will be using the Achilles Information UVDB as part of the pre-qualification of applicants, including the UVDB Verify process to assess technical capability. Individual contracting members of group bids who are bidding to become a Tier 1 Water Infrastructure delivery Partner must all be registered on the UVDB.
