United Utilities has gone out to tender with an AMP6 contract for Developer Services and the provision of mains and network connections worth an estimated £120 million.
The water company is looking to establish a framework agreement for new connections to the water network in the North West of England. Connection requirements are generated as a result of requests for work from developers who are building new properties or individual house owners undertaking property renovations which subsequently require new mains, diversions, reinforcements or new connections.
In addition the framework agreement will also allow for the delivery of additional planned works if appropriate, some of which could be other 3rd party funded work or small works as part of the planned capital programme. The work is classified as follows:
Physical works activities
- Service Connections and Disconnections.
- Connection work in support of 3rd parties.
- Diversions.
- Reinforcements.
- Pressure testing and Disinfection.
- Main laying.
- Disconnections, abandonment and removals.
Management of the contract
This includes the operational management of the contractor's resources, scheduling of site visits and appointments, street works management, work planning and scheduling, data and information capture of all associated support functions such as health and safety management, HR, and stock management.
Customer Contact
While the current position is that United Utilities undertakes a significant portion of the Customer Contact, the water company says that under the new agreement it may be a requirement for the contractor to take on more ownership of this area to enable a more efficient process.
Meter installation
The contract also covers meter installation — however, United Utilities says this activity may be subject to change as part of the Open Water programme. Responsibility of the meter provision is subject to review depending on whether the wholesale or retail area of the business will be responsible. Bidders are being advised that while the activity is included in the scope of the final contract it will be subject to review.
United Utilities is inviting companies to apply individually and/or provide joint venture or consortium applications for consideration for inclusion on the list of applicants to be invited to tender for the framework.
Organisations already working with the water company under any other arrangement must still respond to the tender notice in order to be considered for inclusion for the framework agreement.
United Utilities anticipates awarding a framework agreement which could run for up to ten years, on the basis of an initial 36 month term followed by an option to extend for further periods for up to a maximum of a further 84 months.
The tender also sets out anticipated volumes of work during AMP6 although the forecast volume for the potential AMP7 extension period is currently unknown.
Deadline for responses is Tuesday 28th April , with applicants required to complete a pre-qualification questionnaire which will be used to assess applicants and determine who will then be invited to tender.
