Scottish Water has awarded a contract for Meter Data Management System (MDMS) to support the nationwide rollout of AMI smart metering to ~135,000 business customers by providing the central data management platform for smart meter data.

The contract had an estimated value of £5 million ( excluding VAT) when it first went out to tender in July 2025.
The procurement was run in parallel with a separate procurement for smart water meters, Head-End-Systems (HES) and communication networks with the stipulation that the MDMS must be able to integrate with the smart metering solutions being procured through this parallel framework and provide functionality that reflects the unique market conditions in Scotland.
Other requirements for the MDMS platform included:
- Manage the potentially diverse smart meter estate; where the MDMS will support in the overall configuration and management of the estate and the information it produces
- Aggregate smart meter data and alerting information to enable the management of the metering system and provision of meter data for consumption by external/internal stakeholders.
- Meet stringent security and resilience needs.
- Support Scottish Water’s demand reduction target of 80MLd.
Scope of the MDMS procurement included:
- Provision of core capabilities: system implementation, maintenance, and support services.
- Data analytics and reporting capabilities.
- Integration with the HES and other supporting systems and the management of key data items across the smart metering value chain.
- Integration with existing analytics and data fabric capabilities at Scottish Water in a Data Lakehouse architecture with hybrid fabric capacity.
- Data sharing capabilities for internal and external stakeholders (e.g. provision of meter read data to retailers).
Scottish Water also stipulated that the successful bidder must provide a cloud-based MDMS solution in alignment with the water company's cloud-first strategy, with appropriate integration capabilities.
The contract has been awarded to Elster Water Metering T/A Honeywell, one of 17 companies who tendered for the work.
