Severn Trent Water tenders c £25.78 million AMP8 framework contract for service, maintenance and repair of analytical monitors

Severn Trent Water has gone out to tender with an AMP8 framework contract for the service, maintenance and repair of analytical monitoring equipment for both drinking water and sewage treatment with an estimated total value of up to £25.786 million including VAT.

Severn Trent Water (STW) and sister company Hafren Dyfrdwy (HD) have a multiple OEM installed asset base, which includes ABB, bNovate, Endress & Hauser, Hach Lange and PPM analytical monitors. The current asset base is in the region of 2000 analytical monitors which are spread across ~560 sites.

Any potential supplier must have the ability to service, maintain, and repair all analytical monitors across the whole of the STW and HD region on both waste water and clean sites. This will also include management of the end-to-end process including scheduling, procurement of spares, replacement monitors, technical support, and callout.

The potential supplier will also be required to carry out other activities such as final effluent chamber cleaning to ensure final effluent analytical monitors are being serviced and maintained and are always providing accurate data.

Monitors in scope include:

  • aluminium monitors
  • ammonia monitors
  • dissolved oxygen monitors
  • final effluent monitors
  • flow cytometry
  • fluoride monitors
  • iron monitors
  • nitrate monitors
  • nitrous oxide monitors
  • phosphate monitors
  • turbidity monitors

 

Analytical monitors are serviced and maintained according to manufacturers, suppliers or STWs requirements. The current frequency of work undertaken is fortnightly, monthly, every 2 months and annually depending on the analytical monitor. The supplier will be responsible for the planning and scheduling of their own work to ensure analytical monitors are always providing accurate data.

Suppliers will be expected to access the STW and HD eSCADA system and undertake proactive analysis and take appropriate actions to ensure the utilities' analytical monitors are always providing accurate data.

Severn Trent is looking to put a series of frameworks in place with substantially the same terms - awarded suppliers will be carried over and new suppliers can bid.

Current estimated start and end contract dates are 1 September 2026 to 31 August 2029 with further possible extension options up to 31 August 2034.

Prices will be fixed for the initial 3 year period – the water company will issue a list of all qty 2000 monitors that require service and maintenance over qty 560 sites and the frequency required and a Works Order will then be raised.

The procurement process will consist of a Stage 1 Pre-Qualification Questionnaire (PQQ) and Stage 2 Request for Proposal (RFP).

Shortlisted tenderers from the PQQ stage will be invited to submit detailed proposals on how they will deliver the requirement. The proposals will be evaluated and scored to determine the supplier offering the best overall value for the contract.

Following these activities, Severn Trent reserves the right to conduct negotiations in accordance with the Utilities Contracts Regulations 2016. Following negotiations, bidders may be invited to submit a Best and Final Offer (BAFO). The BAFO stage provides bidders with the opportunity to refine their proposals based on clarifications, presentations, and negotiations.

Deadline for submission of tenders is 11:59pm on 21 April 2026.
