Portsmouth Water awards £170 million AMP8/9 contract for Non-Infrastructure (MEICA) engineering services framework

Portsmouth Water has awarded an AMP8/9 Non-Infrastructure (MEICA) engineering services framework – the contract had an estimated value of £170 million when the utility first highlighted the procurement opportunity in June 2024.

At the time Portsmouth Water was reviewing its strategic options for the delivery of Non-Infrastructure investment projects – the company said it was committed to investing c£85 million in its Non-Infrastructure asset maintenance and improvements during AMP8 (2025-2030) with similar levels of investment forecast for AMP9 (2030-2035).

Scope of the wide-ranging contract includes:

  • Design, produce and installation of SCADA, PLC, HMI, Comms and systems integration (NIS, eCAF plus other site-specific requirements)
  • Security equipment and installation including CCTV and entry systems. D&B capability for Mechanical, Electrical, Instrumentation, Control and Automation of planned and complex reactive maintenance.
  • UV project(s) Replace as is or like for like to include pumps, small panels, instrumentation, etc.
  • D&B capability for major process installations (including water process, civils, hydraulic and structural design) and including buildings and access.
  • Reactive maintenance work on existing assets and small planned (i.e. reservoir hatches) Nitrates removal project including civils.
  • Investigation and refurbishment/replacement of 2 membrane treatment facilities

 

The aim of the Non-Infrastructure (MEICA) and other construction/engineering services procurement was to establish the key Framework Contracts with two Delivery Partners that will support Portsmouth Water’s Non-Infrastructure (above ground) investment needs for AMP8 and potentially AMP9.

Contracts have been awarded to Bridges Electrical Engineers Ltd and Integrated Water Services Limited, two of four companies who tendered for the work.
