The Defence Infrastructure Organisation (DIO), on behalf of the Ministry of Defence (MOD), is inviting interested suppliers to register their interest in attending an Industry Day in October at Villa Park in Birmingham for its upcoming £3.12 billion (inc VAT) water and wastewater services programme procurement.

DIO is looking to secure the provision of end to end water and wastewater services, including Operation and Maintenance (O&M) of the MoD's private water network, through a single, national Managed Service Provider (MSP).
The Ministry of Defence first launched its Early Market Engagement activity to replace the existing multi billion pound Aquatrine Defence Water Services Programme (DWSP) in January 2025.
Aquatrine is the MOD’s GB-wide water and wastewater Private Finance Initiative (PFI), providing water and wastewater services and manages environmental risk across the GB Defence Estate allowing the MOD to focus on its core business.
In the UK, DIO currently delivers water and wastewater services across circa 2,600 sites equating to 85% of the Ministry of Defence (MOD) GB estate. It covers all aspects of water and wastewater services from operation and maintenance (O&M), contingency planning, payment of statutory undertaker (SU) bills and charging of third-party customers.
DIO has prepared an MSP Concept Document which has been designed to provide insight to MoD`s proposed design of arrangements, to be utilised and implemented by the selected Managed Service Provider.
The Industry Day at Villa Park, B6 6HE, which will take place on 14th October 2025, will provide an opportunity for industry to engage with the DWSP Team, wider DIO representatives and other members of the industry. The content as well as Commercial Topics such as Tender Timelines and the Procurement Specific Questionnaire (PSQ) will drive much of the conversation at the Industry Day. DIO is encouraging suppliers to submit questions by means of SLIDO that will be distributed in advance of the event.
The day will encompass the following activities:
- Overview and update of the requirement by DIO.
- Dialogue around the commercial considerations that the team is working through.
- Networking opportunity with other providers (Prime Contractors and Small and Medium Enterprises (SMEs)).
Timings for the day are 09:00hrs - 16:30hrs and - DIO will be providing an agenda with detailed timings for the event.

Non-participation in the Industry Day will not preclude any organisation from participating in any future competition.
Current estimated start and end contract dates are 1 February 2028 to 1 December 2035 with two further possible 3 year extension options to 1 December 2041.
DIO currently expects to issue a formal tender notice in October 2025 with a deadline for requests to participate of 11:59pm on 15 December 2025. Estimated award decision date is currently August 2027.
Since 2003 the current Aquatrine programme has delivered one of the largest water & wastewater PFI contracts in Europe for a 25 year term managed by 3 service providers.
The three 25-year PFIs are split into packages with a collective value of circa £2.6 billion:
- Package A – Ancala Water Services – 2003 to 2028
- Package B – Veolia Water Nevis – 2005 to 2030
- Package C – Severn Trent Services – 2005 to 2030
